You must murder the men at the front as you arrive (I recommend a sniper for this). After that, enter the building and clear out the rest of the occupants. Because you’ll be dealing with a lot of cops, you need take care of your health. There’s a health pack inside the room where the bag is if you’ve lost a lot of health.
Escaping
To go out, take the front exit and walk to the boat. After boarding the boat, elude the authorities by escaping the zone, which is rather simple given the boat’s speed. If you can’t find the cops, go to Little Jacob.
